ROY PAJARILLO MUDANZA:
Personal Profile and Summary of his Exemplary Achievements
As a former PNP Senior Officer (Police Inspector), GEROILAN "ROY" PAJARILLO MUDANZA, for the last thirty (30) years has been rendering his vital duties and responsibilities for the betterment of the people and community, anchored along his conviction that the ”DOCTRINE OF SERVING & PROTECTING THE WELFARE OF THE PEOPLE – is the best ”DOCTRINE OF COMMAND” of any branch of law enforcement in any given time and challenges of a society.
Roy P. Mudanza, 48 years old, traces his roots in Negros Occidental having been born in Hinigaran town on May 8, 1964. In 1980, he studied at the Colegio de San Agustine de Bacolod vying for a Bachelor degree in Mechanical Engineering, when serious financial difficulties force him to drop this educational profession and instead venture on odd-jobs to support his basic needs. Not contented with this unstable setting, he applied for an overseas job in Saudi Arabia hoping for the popular dollar syndrome solution.
However, when he reached Manila on the eventual day of the assassination of ex-Senator Benigno ”Ninoy” Aquino, Jr., which culminated into a social and political crises, he decided to forego his overseas job and tried his luck in the big City. Unfortunately, for almost four (4) years in Manila, he has not landed for any stable job and bothered by his inner ”political-economic” feeling, he found himself enlisting and consequently admitted as a constable in the defunct Philippine Constabulary on October 1987, hoping to instead refocus his professional life into the mainstream institute of advancing the classic causation of PEACE, ORDER and DEVELOPMENT.
Within this institution, he was assign to various units and rose to higher ranks and positions. When given opportunity to study, he took a special course offered by the Bicol University to undergraduate PNP members in Camp Crame, Quezon City and eventually finishing a degree on Bachelor of Arts in Peace and Security. Likewise he found ways to be enrolled in PUP Bansud Oriental Mindoro Open University study, for Master in Public Administration and successfully graduated on 2011.

He is married to Winnie Sarmiento of Bansud, Oriental Mindoro. With whom he has three (3) children, all girls. Together with his loving wife and family, this adopted son of Mindoro embarks on meaningful life of trials and triumphs in Southern Tagalog Region and the NCR as shown by his various achievements.
Among his outstanding accomplishments in solving critical crimes with community involvement and full protocol of the law were the arrests of murderers, kidnappers, arsonists and other most wanted criminals who have committed heinous crimes of their time.
Majority of these felons have eluded the bar of justice for decades. The containment and construction of these criminals rendered practical justice to the victims and their families have waited for considerable period of time. Such arrests and neutralization also assured in Southern Tagalog particularly in the cluster provinces of Oriental Mindoro and Romblon that they will not be bothered anymore by such criminal elements.
Complimenting Mudanza’s crimebuster trademark, is the truest form of his character as a ”man gearing always for social order and development as he himself together with his wife and civic oriented friends organized various social amelioration activities directly benefiting the rural folks of their town and province through livelihood programs, assuring beneficiaries of a life away from illegal inclinations. In particular the nominee has focused his energies in helping the poor and landless farmers, the indigenous groups such as Mangyans and Aetas, the fisherfolks and even the rebel returnees in attaining gainful endeavors and in pursuing justice whenever their humane and righteous privileges are trampled upon by some overbearing individuals from the rich and mighty of the province.
Worth mentioning also is Mudanza’s enthusiastic effort in the development sports amongst the youth, especially, the games of chess, which he believes that this mind-sports trains the mental faculties in being analytical, organized, systematic and teaches the scientific ways of exploring ideas and plans, parallel to life’s sequences of survival and advancement.
Remarkably significant is his conceptualization and implementation in his job as a Police Officer is the guidance of the classic dictum of SUN TZU’s teachings in ”The Art of War” one such idea is the employment of “the acme of skill in subduing the criminals without firing a shot”, instead utilizing the fire of intellect through the barrel of guts, which he learned in his mainstream understanding of his profession and the complex challenges of our society.
This categorical character of passion and compassion was highly exemplified in his conduct of operation especially in critical cases commencing in his case diagnosis, operational conception of surveillance, stake out to neutralization as well as constructive post-mortem solutions, when he addresses in tangent with another SUN TZU’s Teaching about the utilization of military and civic virtues that, ”Humanity and justice are the principles on which to govern a state but not an army; opportunity and flexibility on the other hand are military rather than civic virtues”.
